ច្បាប់ថ្មី ដើម្បីបើកផ្លូវឲ្យយុវជនជំនាន់ក្រោយ

New laws to open the way for the new generation (*)

លោក សម រង្ស៊ី ប្រាប់ទៅលោក ហ៊ុន សែន វិញថា កុំយកច្បាប់សញ្ជាតិមួយ សញ្ជាតិពីរ មកលេងសើច ពីព្រោះវាអត់ប្រយោជន៍ទេ ដោយសារលោក សម រង្ស៊ី បញ្ជាក់ថាលោកអាចលាសញ្ជាតិទី២ របស់លោក គឺសញ្ជាតិបារាំង ភ្លាមមួយរំពេជ ពេលណាស្ថានការណ៍តម្រូវឲ្យធ្វើយ៉ាងដូច្នោះ។ លោក សម រង្ស៊ី ក៏បានវាយបកទៅវិញថា ជាជាងជម្រុញឲ្យធ្វើច្បាប់អត់ប្រយោជន៍ ដូចជាច្បាប់សញ្ជាតិមួយ សញ្ជាតិពីរនេះ យើងគួរតែជម្រុញឲ្យបង្កើតច្បាប់ថ្មីពីរ ដែលមានផលប្រយោជន៍យ៉ាងពិតប្រាកដ សម្រាប់ប្រទេសជាតិ និងយុវជនជំនាន់ក្រោយ។ ច្បាប់ទី១ ដែលត្រូវបង្កើត គឺច្បាប់តម្រូវឲ្យថ្នាក់ដឹកនាំប្រទេស សមាជិករដ្ឋាភិបាលទាំងអស់ និងមន្ត្រីរាជការគ្រប់រូប ចូលនិវត្តន៍ ហើយមិនអាចកាន់តំណែងសាធារណៈអ្វីទាំងអស់ ចាប់ពីអាយុ ៧០ ឆ្នាំឡើងទៅ ដើម្បីបើកផ្លូវឲ្យយុវជនជំនាន់ក្រោយ ចូលមកជំនួសពួកវ័យចាស់ៗទាំងនោះ។ ច្បាប់ទី២ ដែលត្រូវបង្កើត គឺច្បាប់កំណត់ឲ្យនាយករដ្ឋមន្ត្រី កាន់តំណែង ត្រឹមតែពីរអាណត្តិយ៉ាងច្រើន។ ច្បាប់ទី២នេះ មានគោលបំណងឲ្យប្រទេសកម្ពុជា គេចផុតនៅថ្ងៃមុខ ពីជនផ្តាច់ការ ដែលចង់កាន់អំណាចមួយជីវិត ដែលជាហេតុនាំមកនូវអំពើពុករលួយ និងគំនិតគ្រួសារនិយម ធ្វើឲ្យប្រទេសកម្ពុជា ក្លាយទៅជាកម្មសិទ្ធិដាច់ថ្លៃ របស់បុគ្គលម្នាក់ និងត្រកូលតែមួយ។

(*) New laws to open the way for the new generation

Sam Rainsy, in his capacity as opposition leader, suggests the creation of two laws to open the way for the new generation:

1- A law to compel all political leaders from all political parties to retire from all government positions after the age of 70.

Ages of Cambodia's top four political leaders as of 2021:

- Say Chhum, President of the Senate: 76

- Heng Samrin, President of the National Assembly: 87

- Im Chhun Lim, President of the Constitutional Court: 80

- Hun Sen, Prime Minister: 70.

2- A law to limit any Prime Minister's tenure to two terms, meaning ten years.

Hun Sen has been prime minister since 1985, meaning he has been holding this top position for 36 years and is one of the world's longest serving political leaders among the worst dictators.
