(*) In this today's interview with Radio free Asia's Chun Chanboth, Sam Rainsy recalls his attempts to put an end to usurious interest rates in Cambodia:

1- In February 2015, as Cambodia's official "Minority Leader" he wrote to Hun Sen to suggest capping interest rates, which reached 50% per year or even more at that time.

2- Two weeks later, Hun Sen rejected Sam Rainsy's suggestion also in writing, citing "practical problems" and the "need to preserve the growth of the microcredit sector."

3- Finally, two years later, in March 2017, the Hun Sen government capped interest rates at 18%.

4- Earlier this year, in the context of the COVID-19 pandemic, Sam Rainsy denounced on his Facebook page Cambodia's persistlenly and abnormally high interest rates. Hun Sen indirectly responded by calling on banks and microfinance establishments to "show understanding" to their clients. But nothing concrete has happened since. Interest rates -- even capped at 18% -- remain very high in Cambodia at a time when they tend toward zero in many other countries. Sam Rainsy calls now for a cut in the maximum lending rate to 5%.
