លោក ហ៊ុន សែន និងក្រុមគ្រួសារគាត់ ផ្តល់គម្រូអាក្រក់ដល់យុវជនខ្មែរ និងប្រព័ន្ធអប់រំ នៅកម្ពុជា ដោយសម្អាងតែលើសញ្ញាបត្រក្លែងក្លាយ ឬ សញ្ញាបត្រប្រភេទទី២ ដែលមានកម្រិតទាបជាងស្តង់ដាធម្មតា នៅប្រទេសគេ។ ក្នុងករណីលោក ហ៊ុន ម៉ាណែត ខ្ញុំចង់និយាយពីសញ្ញាបត្រ ប្រភេទទី២ ដែលឆ្លុះបញ្ចាំងការទទួលបានចំណេះដឹង និងជំនាញ កម្រិតទាបជាងស្តង់ដាសិក្សាធម្មតា នៅសហរដ្ឋអាមេរិក។ នៅសហរដ្ឋអាមេរិក និងទ្វីបអឺរ៉ុប សញ្ញាបត្រប្រភេទទី២បែបនេះ គេចែកឲ្យនិស្សិតជាជនជាតិបរទេស ដែលមានកម្រិតសិក្សាទាបជាងគេមែន តែអាចនាំមកនូវទំនាក់ទំនងផ្នែកនយោបាយ ដែលមានប្រយោជន៍សម្រាប់ប្រទេស ដែលទទួលនិស្សិតជាជនជាតិបរទេសទាំងនោះ។ ចំណេះដឹង និងជំនាញពិតប្រាកដ ត្រូវបង្ហាញតាមរយៈស្នាដៃជាក់ស្តែង និងស្មារតីទទួលខុសត្រូវ មិនចាំបាច់ទៅស្បថស្បែ ឬភ្នាល់គ្នា ដូចកូនក្មេងទេ។

(*) Hun Sen and his family provide bad examples for the Cambodian youth and the education system in Cambodia by boasting about their fake degrees or second-class diplomas, which are below international standards. In Hun Manet's case I am referring to a second-class diploma with the recipients having acquired a lower level of knowledge and expertise by US academic standards. In the US and Europe this kind of diploma is reserved for foreign students with weaker intellectual backgrounds but interesting political connections. Providing evidence of your real knowledge and expertise is more relevant, more responsible and more convincing than proposing to take an oath or engaging in a wager.
